LUDICROUS : "The Prime Minister's office has waded into the rocket launch mystery over the Burin Peninsula earlier this week. The Press Secretary for the Prime Minister's Office says there is no indication that there was ever a rocket launch. The PMO goes on to explain that the area is fequented by model rocket hobbyists, and the photo circulating may be a model rocket launch. "

In all the pictures i've seen, it looks like the missile's rocket engines are burning, and ballistic missiles only burn their engines for a few minutes after launch, so it had to come from close by.

This reversal comes some 11 months after France required all tourists to St Pierre et Miquelon to carry valid passports. A move decried by the local tourism industry.

Vous n'avez pas compris que l'arbitrage de 1992 ne concerne pas les eaux au delà des 200 milles : voir le point (4)

"Fact is the 1992 arbitration does not apply to the continental shelf. If the Canadian judge claimed it was, the court in itself refused to address the issue as it was not part of its mandate.
Cela suffit, alors ! Vous avez perdu la lutte sur la territoire sous-marine . En 1992, la cour a fait une decision finale. Si vous ne l'aimez pas, tant pis. C'est un fait accompli maintenant, tout fini.

"And ... In the coming days, France is expected to lay a claim to a portion of the continental shelf off the east coast of Canada ... a part of the shelf said to be rich in oil and gas resources and one it hopes will revitalize the two tiny French Colonies of St. Pierre and Miquelon. But the Canadian Government has other ideas. We'll have a documentary about the pending dispute."

CBC The Current http://www.cbc.ca/thecurrent/

Part 2: Sharing the Shelf

Sometime in the next two weeks, France is expected to lay an official claim to a larger portion of the continental shelf off the east coast of Canada. The part of the shelf in question could turn out to be rich in oil and natural gas reserves. And that would be a boon to the 6,500 people who live on St. Pierre and Miquelon, two tiny islands -- and French territories -- off the south coast of Newfoundland. The fishing business there has gone bust. And the islands' residents hope that an expanded territorial claim might result in an offshore oil boom. France has until May 13th to make a claim, or else it will lose the right to do so forever.

The CBC's Marie Wadden prepared a documentary about the prelude to the dispute. It's called Sharing The Shelf.

And for a look at how Canada might respond to a claim from France, we were joined by Don McRae. He is the Hyman Soloway Professor of Law at the University of Ottawa. He's also the author of Canadian Oceans Policy: National Strategies and the New Law of the Sea. He was in Ottawa.
